Project Description:
This project aimed to enhance community resilience by strengthening local mechanisms for the adaptation of climate-smart agriculture and the conservation of scarce natural resources. It enhanced the capacity of local stakeholders and vulnerable communities, particularly women and smallholder farmers, to adopt climate-smart agricultural practices.
The project promoted green, inclusive, and sustainable livelihoods in areas highly affected by climate change. It followed the Climate Smart Village (CSV) approach to promote climate-adaptive agricultural practices, which helped to increase agricultural productivity and improve climate risk management in vulnerable geographical areas.
The Climate Smart Village (CSV) approach demonstrated and scaled up climate-smart agriculture technologies and practices in climate-vulnerable communities, which helped to minimize the negative impacts of climate change.

12. Project Name: Strengthening Community Action in Advancing Resilient Livelihood (SACAR)

Objectives of the Project:
- The SACAR project was implemented in all wards of Bannigadhi Jayagadh Rural Municipality through 65 farmer groups.
- It aimed to improve the livelihoods of farmers by promoting agriculture-based interventions with a focus on value chain commodities such as potato, tomato, vegetables, ginger, and turmeric.
- The project strengthened institutional mechanisms such as farmer groups, cooperatives, and collection centers to channel support to poor, marginalized, and smallholder farmers.
- It focused on increasing agricultural productivity and production while improving market access through cooperatives and collection centers to enhance value chain development in the project area.
Project Implementation Structure:
- A total of 6 cooperatives, 2 collection centers, and 65 farmer groups were involved in the project.
- The activities were supported by 4 full-time staff working from field to office level for effective implementation and coordination.
- The project was successfully implemented over the period from 2017 to 2019 AD.
13. Project Name: Sustainable Use of Technology for Public Sector Accountability in Nepal (SUSASAN)

Project Overview:
The SUSASAN project was implemented in Achham district covering two local government units: Sanfebagar Municipality and Bannigadhi Jayagadh Rural Municipality. The project was implemented by MDO Nepal with the aim of strengthening good governance and improving access to public services for poor women, girls, minority groups, ethnic communities, and socially excluded populations.
The project contributed to strengthening local governance systems by promoting transparency, accountability, and responsible service delivery among public service providers. It also focused on ensuring that citizens’ concerns and service-related issues were properly addressed at the local level.
Context and Rationale:
Before the strengthening of local government structures, citizens had limited access to public services and low awareness of accountability and transparency mechanisms. There was also weak responsibility from service providers, which reduced effective service delivery at the local level.
After the completion of elections at all levels and the establishment of local governments, governance structures began to evolve. This created new opportunities to improve local-level service delivery and responsiveness.
Project Implementation Approach and Contributions:
The SUSASAN project facilitated local governments and community structures to respond effectively to public concerns. It supported Ward Management Groups (WMGs) and other local institutions to engage in democratic decision-making processes, contributing to improved governance and community development.
The project also emphasized strengthening civil society organizations (CSOs) by building their capacity to influence and monitor public service delivery. This helped ensure that marginalized and excluded groups could access and benefit from public services more effectively.
Overall Impact:
Overall, the SUSASAN project contributed to improving the capacity of civil society organizations, strengthening local governance systems, and promoting inclusive and participatory decision-making. It helped create a more transparent, accountable, and responsive local governance environment through active citizen engagement and institutional strengthening.
14. Project Name: Participation, Inclusion and Wider CSOs’ Actions for Responsive, Transparent and Accountable Local Governance in Nepal (PARIWARTAN)
Project Start Date: 11 Aug 2019
Location: Mangalsen Municipality, Chaurpati Rural Municipality, and Panchdebal Binayak Municipality, Achham
Project Overview:
The PARIWARTAN project was a four-year program funded by the European Union and Dan Church Aid (DCA), and implemented under the management of DCA. The project was designed to enhance citizens’ participation in sub-national good governance at both local and provincial levels in Sudurpashchim Province, Nepal, within the context of the federal system.
The overall objective of the project was to increase citizens’ meaningful participation in sub-national governance in Nepal. Its specific objective was to empower citizens and their organizations to effectively engage with sub-national governments in promoting transparency and accountability in governance processes.
Context and Rationale:
Following Nepal’s transition from a centralized unitary system to a federal structure, significant powers were devolved from the federal government to local governments. This shift provided local governments with greater authority to formulate and implement policies based on local needs and priorities.
This transition created opportunities for stronger engagement between citizens and local governments and was expected to enhance good governance. It particularly aimed to benefit marginalized groups, including women, Dalits, poor households, elderly citizens, youth, and ethnic minorities.
Impacts:
The PARIWARTAN project was designed to strengthen citizen participation and improve accountability mechanisms by empowering civil society organizations and community groups. It contributed to promoting inclusive governance by ensuring that marginalized populations had a stronger voice in local decision-making processes and service delivery systems.
Overall, the project aimed to improve transparency, responsiveness, and accountability in local governance structures through active civic engagement and institutional strengthening.
